Grover Beach/s first and only four-story building is now open.

A grand opening Friday showcased Oceanview Terrace at 178 S. Fourth St. The mixed-use project includes two commercial/retail offices, three two-bedroom townhomes, three studio apartments, a one-bedroom flat and two one-bedroom penthouses.

Contractor Ron Perkins of IGIT Inc., in a written statement, called it a &#8220momentous occasionC that will &#8220change the face of this small beach town.C

A dilapidated house without a foundation occupied the site before, Perkins said.

From atop the fourth story, views from Point Sal to Avila Beach are possible on a clear day, he said.

Perkins said he believes the structure will help revitalize Grover Beach, in part because it adds the mixed use to the corner of Fourth Street and Rockaway Avenue.

Residents who participated in the city's 2004 Visioning Project identified the area as one where they might like to see more four-story buildings. Perkins said he participated in the visioning.

When asked about how he felt as a developer trying to bring that community vision to fruition, "It's scary," Perkins said.

"It's high-risk. A lot of San Luis guys won't touch this town. I'm a little ahead of my time, maybe a little, putting it out on the limb.C

Two residential units will be designated affordable and will be moderately priced, developers said.

Perkins, meanwhile, is proposing the Pacific Coast Hotel that will be considered by the City Council at the corner of Grand Avenue and Highway 1, along with plans to develop a vacant dirt lot at the corner of Fourth Street and Grand Avenue, across from the four-story project.

Prices for the units range from the mid-,500,000 range to more than ,1 million.

On Monday, the Grover Beach City Council approved the final map and dedication of a sidewalk for the project.
