City to consider speed limits, youth program funds

The introduction of new speed limits on Santa Maria streets is one of only three regular business items on Tuesday's City Council agenda.

The council will consider whether to move forward for approval the following speed limits:

n Battles Road between A Street and Blosser Road at 40 mph;

n Battles Road between Blosser Road and Depot Street at 40 mph;

n Bradley Road between Battles and Betteravia roads at 45 mph;

n Sonya Lane between Blosser Road and Pergola Street at 30 mph;

n Western Avenue between Battles Road and Carmen Lane at 30 mph.

The Public Works Department recommendations are part of a state- required speed survey done every five years.

At the moment, there are no posted speed limits on the five streets. The speed limits are in new housing development areas, said Dave Whitehead, public works director and city engineer for Santa Maria.

A total of 12 new speed limit signs are expected to cost $1,000, according to the staff report.

The ordinance is scheduled for adoption at the Dec. 2 meeting.

In a separate matter, the council will consider the approval of $60,000 in youth services grant program funds to local group and organizations. The total includes $30,000 from the city and $30,000 from a Orfalea Fund grant.

The Block Grant Advisory Committee recommendations include grants to the Northern Santa Barbara County United Way, $5,000; Fighting Back Santa Maria Valley, $5,000; Peoples' Self-Help Housing, $6,000; and $10,000 grants each to the Santa Maria Valley Youth and Family Center and Community Health Centers of the Central Coast.

Top priority for the money was given to new intervention-type mental health, physical health and at-risk category programs. Secondary priority was given to youth leadership, education and enrichment programs.

The meeting is scheduled for 6:30 p.m. in City Council Chambers, 110 E. Cook St.
