Crossing borders to evade death penalty

When Cpl. Cesar Armando Laurean decided to cross the border to Mexico, it was not necessarily to have a bonding experience with his roots. He must have known - as do many who head south after committing a heinous crime - that on the other side of the border, anyone who faces charges that could lead to the death penalty can very well get away with murder.
