NOTICE TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:

On or about March 12, 2007, the City of Santa Maria will submit a request to the U. S. Department of Housing and Urban Development (HUD) for the release of Federal Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (P. L. 93-383), as amended, to undertake a project known as Good Samaritan Shelter Construction of Dining Room & Kitchen Facility for the purpose of development of the property located at 505 West Morrison Street in Santa Maria, California, by Good Samaritan Shelter, Inc. (GSS), a local non-profit homeless provider. GSS owns the property and is in the process of developing it. More specifically, the proposed project includes the development of a campus-style complex of buildings to place all homeless services in one central location. A year-round emergency homeless shelter, a winter weather shelter, an acute care/detoxification residential treatment center, a transitional housing project for homeless families, a central dining room/kitchen facility and a walk-in center that will house a variety of social services will be located on the site. This request pertains specifically to construction of the central dining room and kitchen facility.

Project Location: The proposed project is located at 505 West Morrison Street on Assessor’s Parcel No. 123-172-14 in the City of Santa Maria, County of Santa Barbara, State of California. The property boundaries are generally West Park Avenue to the north, Buena Vista Park to the east, West Morrison Avenue to the south and the Center for Employment Training facility to the west.

Estimated Cost of Project: The total estimated cost of the whole project is approximately $1,700,000. Federal Community Development Block Grant (CDBG) funds in the amount of $295,536 from Fiscal Year 2006-07 will be used to help finance the dining room/kitchen facility project.

The activities proposed comprise a project for which a Finding of No Significant Impact (FONSI) on the Environment was published on August 25, 1999. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Special Projects Division office, 110 East Cook Street, Room 2, Santa Maria, California, and may be examined or copied between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Santa Maria Special Projects Division office, 110 East Cook Street, Room 2, Santa Maria, California. All comments received by March 9, 2007, will be considered by the City of Santa Maria prior to authorizing submission of a request for release of funds.

RELEASE OF FUNDS

The City of Santa Maria certifies to HUD that Tim S. Ness, in his official capacity as the City Manager, consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under the National Environmental Policy Act of 1969 (NEPA) and related laws and authorities, and allows the City of Santa Maria to use Program funds and proceed with the project.

OBJECTIONS TO RELEASE OF FUNDS

HUD will consider objections to its release of funds for a period of fifteen days following its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) that the certification was not executed by the Certifying Officer of the City of Santa Maria; (b) the City of Santa Maria has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD by mail or fax at:
