NOTICE OF AVAILABILITY AND PUBLIC HEARING

SANTA MARIA FAIRPARK MASTER PLAN MITIGATED NEGATIVE DECLARATION

NOTICE IS HEREBY GIVEN that the Santa Maria Fairpark has made available for public comment an Initial Study recommending the preparation of a Mitigated Negative Declaration. The purpose of the public comment period is to solicit comments on the contents of the Initial Study. The time period that the Board of Directors will accept public comments will be July 18, 2006 to August 18, 2006.

The Board has also authorized a public hearing in order to maximize opportunities for public comment. The environmental hearing has been scheduled for: Monday August 14, 2006 at 6:00PM at the Park Plaza Building, Santa Maria Fairpark, 937 S. Thornburg St, Santa Maria, CA.

BACKGROUND

In compliance with the California Environmental Quality Act (CEQA), the Santa Maria Fairpark has prepared an Initial Study to assess potential environmental impacts as a result of implementation of the draft Master Plan. The Initial Study has recommended preparation of a mitigated negative declaration in accordance with the provisions of CEQA. The Initial Study findings, along with public comment the Board feels is warranted, will be used to prepare the proposed Final Mitigated Negative Declaration that will be considered for certification concurrently with consideration to adopt the draft Master Plan at a future Board of Directors meeting. During the public hearing, anyone wishing to make a statement will be allocated a certain amount of time to provide information on the proposed project.

A 20-year draft Master Plan has been developed for the 33 acre Santa Maria Fairpark to envision future improvements to the Fairpark as funding permits. The draft Master Plan assessed the conditions of existing facilities and developed three alternative build out options. The three options propose a variety of new uses such as a 5,000 seat covered arena, lecture hall, administration building, breakout rooms, and barn areas. The proposed draft Master Plan also provides improved vehicular and pedestrian circulation and improved parking facilities. Over the next 20 years additional uses may be included to help fund the operation of the Fairpark including but not limited to weddings, concerts, festivals etc.

SUBMISSION OF COMMENTS

The Initial Study for the draft Master Plan can be reviewed at the Santa Maria Fairpark Administration Office located at 937 S. Thornburg Street, Santa Maria, CA 93458. Comments should be limited to the analysis in the environmental document. Persons wishing to comment on the Initial Study have from July 18, 2006 through August 18, 2006 to submit. Persons wishing to attend the environmental hearing should submit written comments, or a summary of their comments, in advance of the hearing. The Santa Maria Fairpark will consider all comments and recommendations received on the Initial Study analysis before conclusion of the public comment period. The Santa Maria Fairpark is not yet requesting public input on the overall draft Master Plan, nor advice on whether or not to approve or deny the draft Master Plan. There will be future opportunity to provide these types of comments during the draft Master Plan approval process. All comments are due by 5:00 p.m., August 18, 2006 and should be submitted to:

In the event there are no nominees or an insufficient number of nominees for the office, and a petition for an election is not filed with the Elections Official within the time period prescribed, appointment to each elective office will be made as prescribed by Section 10515 of the Elections Code.

MANDATORY JOB WALK: There will be a MANDATORY job walk at the project on Tuesday, July25, 2006 at 10:00 a.m. Meet outside the main entrance to the building. Only those prime contractors attending the job walk shall be qualified to bid the work.

PROJECT DESCRIPTION:

Remodel of approximately 9,900 square feet of existing basement and first floor office areas. Scope of work for the basement level includes, but is not limited to, addition of 1 enclosed office, moving existing break area, addition of 3 double-sided electrical rolling file units, remodel of existing transaction counter and windows, addition of new viewing room near entry, upgrading womenís restroom to ADA standards, and new lighting and electrical throughout. Scope of work of the first floor includes demolition of existing interior partitions and ceiling, construction of 5 new offices, relocation of existing restrooms and upgrades to meet ADA requirements, addition of entry vestibule and replacement of 4 transaction windows, addition of 2 glass transaction windows in new opening to be created in existing concrete wall, and new lighting and electrical throughout. No new square footage is being added.

CONTRACTOR'S LICENSE: The CONTRACTOR shall possess a Class B License at the time this Contract is awarded.
